thats to their site for goodness sake!!! I know about the submarine cable cut but stuff like cached content from google should be pretty much ok, and since they insist on serving it I expect beter. I have another link here thats excellent. SIlly me decided to have them offer me the primary link.

The issue here is not even the cable cut. something else is going on. those IP's 62.8.88.127 are local so I expect thats a server in THEIR data center. somehow their internal design I suspect something to do with DNS is causing this. If I do the same basic test direct to the IP everything is so livable with:

aiyaiyaiiii I think i want an ISP with a custom package that sells me internet in a way I can make choices on when to complain. While I understand ínternet is an amorphous thing I buy, losing 25% of all my international packets is ridiculous.
