Its a bit hard to enforce this. I used to set IE proxy settings to non-existent proxy and then disable editing of the proxy/connection settings through gpedit (on xp). Sorted me for a while till the users discovered firefox. On FF u can use about:config to do the same For ur info, disabling DHCP wont help. With a modem she can even plug off the network cable or disable the network interfaces so that only the safcom connection is active.
