Some things need to be seen to have some form of continuity. That's why you have security of tenure in other areas - judiciary, for instance I wouldn't support a system that is disrupted every 5 years. There are some posts that need to be replaced if the incumbent has doesn't perform, resigns (willingly or otherwise), is hit by a bus (thanks Martin) etc, not just because of regime change.
