Best place to direct that question is the Kenya ICT Board (http://www.ict.go.ke) , they rolled out their Bashiri centres just a few weeks ago. We also have ICT Village which has a similar initiative, they put up an Ad 2 weeks ago, about setting up a Digital Village for Kshs58,000.
