I believe what you are looking for is a 'personal tracker' device - battery-powered which allows the position/location of this person to be pinpointed using a GPS-enabled system.

This is going to be interesting: How do you suppose this device will remain on the person all them time? Suppose he removes it? Same device will need to be powered, and be recharged every so often because it must be transmitting the location coordinates of this person....

Just my thoughts.... I know there are personal trackers, but the tracked entity must be willing to carry the device... how you are gonna address these two variables is the issue...

If the person is willing to carry the tracker, and can get it charged every 10 days or so.. then I know someone you can talk to...
