I have a prototype for a police car that has a Vsat terminal that you cant even see on top of the car . The Vsat has cameras all over the can take video and snap shots of incidences and send back to the station for analysis and action.
cctv would be useful either way. e.g if there was some cctv coverage of country bus station...
Obviously better paid + trained cops would go a long way.

@Josiah, CCTV is not the panacea to crime, UK is one of the most cctv'ed places on earth, yet crime is still there. I'ld think a multi-pronged approach would work better; cctv, better paid cops, justice system which works faster, less corruption etc
