The mail is legit - We receive several of these mails since most of the block of IP's fall in our address space, and usually on some serious cases, a follow up by Interpol and Kenya police on behalf of Interpol. Use of P2P for downloads is not considered a big crime, but redistribution, in terms of sharing back on the same P2P is the big one.
