The service in question is pay bill not buy good what kopokopo provide. 
If I can remember well you need to have a min cash flow of 50,000sh a month and provide at least 6 months bank statements.
Unless you need your customers to enter an account number when making the payment go with buy goods from kopokopo. You pay 1.5% per transaction and your customers are not charged any transaction fees..
