Thinking aloud:
PHP is an event driven platform i.e. someone or something needs to do something for PHP to do something e.g. click a link or a button. Of course there are exceptions to this rule, like using Javascript to mimic user actions at regular intervals, but then this means the browser needs to be open all the time, something not possible on a serious server.

But maybe you could setup a scheduled event in either windows or Linux which accesses a certain URL, then this URL just happens to be the one that sends the sms'es....

Or you could create a desktop application using PHP. Now that would be fun!
