
I am not sure about US lawyers but the DV project was supposed to be done by the ICT board. When the telecoms had issues paying into the Universal Access Fund they were asked to implement Digital Village programs. The issue being raised is if these companies have created Digital Villages and if they have been done in a sustainable way. It has been said that Safaricom is rolling out 1500 with 500 already completed. I was saying that I frequently travel to rural areas and have not seen even one. I would be extremely greatful if someone from Safaricom could clarify. Wasnt this a project by the ICT Board funded by the World Bank? How did Safaricom become part of it?
