I once tried this soluion below and worked. Error 720 is common in windows and has something to do with a TCP/IP stack issue.

In the command prompt, type:

netsh int ip reset resetlog.txt

and reboot your machine

The only solution that seems to work is restarting the machine.

OS: Win 7 64

Modem: Safcom Huawei modem,  E220

Error Code: 720

How to replicate. Disconnect the modem, then attempt to reconnect.
