
The Paypal card is not a top up card. Its a Master Card debit card that has direct access to your Paypal funds. It gives you the third option to withdraw funds from Paypal... depending on where you live of course. So in the states, you can receive a check, withrdaw to you Bank account or use the Debit card at your nearest ATM. I donno about outside US but to get this card you need to verify you Social Security Number... I think for credit rating or something like that. then they mail it to your address As far as I know about withdrawing, if you've had a Paypal account forever in Kenya you have always been able to send and receive funds so this is nothing new. The catch here has always been Withdrawing and adding funds. They used to allow adding funds from a credit card then they stopped it and opted to have funds added via Bank. So to Withdraw your Paypal account has to be linked with a Bank account. So if you are blessed enough to have a US Bank account you can add and verify everything online.
