It isnt really suicidal if you don't drive in a suicidal manner (many
PSV motorcycle riders do drive like that).
How do you explain large scale adoption of motorcycles in cities of
other developing nations with more homicidal traffic ?

refer to PSV part, ie no boda bodas in nairobi like in kampala. A relative tried to introduce them and met barriers. 

is that so ? i use a motorbike most of the time -- i have never had a
problem with the city council (though my motorbike is not a PSV :-) )
