This means a few things: 1. You are not connecting the cable from your neighbor into your WAN port :) 2. Your WAN port is misconfigured. 3. Your LAN side IP subnet is the same class as your neighbor's router LAN side, and your WAN is set on DHCP Well, tell us how you have configured your router.
