So one can give an ISP kitu kikubwa and they can spy for a company info from a competing company? So one *can* track alot of communication in/out of a company/individual. This is disturbing.
 
I wonder how much confidential email is encrypted before sending.

Content scanning happens. I worked for ISPs and know what they do. Just that they may not do it for each and everything. Some ISPs for right reasons tend to block certain 'ports' to prevent access to certain services in order to conserve the bandwidth usage e.t.c.
