A way to shika a vandal is simple [especially in those areas] - where the cable is cut, put posters around offering 10k for information on who cut the fiber... Leave a number for pple to SMS the culprits name or location...

[there is always someone who knows something]

Once the information is in, arrest the culprit and offer him [99.99% chances its a him] freedom and pay a few thousand if they tell you valuable information as to who put them up to it...

If its his own act of 'god' to just vandalize, then no harm no foul,, lakini if its some company from the city...
