Again it depends on the technical acuity of the thief. If they flash a new ROM unto the phone then your goose is cooked. But The IMEI mostly remains. The authorities can recover it. I suppose it is a such a hustle that they would rather not. But the day you buy a murdered guys phone is when you will realize how efficient our boys in blue are. For Laptops I am yet to get a solution that does not depend on some app installed on the Hard-disk. Formatting this would remove any anti theft protections.
