I was wondering exactly the same thing
- maybe not "all" site need you to do full load-tests etc, but if
you have a site that you KNOW will be subject to intense peek
loads then you really should do that testing so you know your
limits, then knowing the limits/capacity will allow you to deploy
something like
https://queue-it.com alternatively you build it so
that it can scale easily (i.e. on Google app engine or similar).

Whats really annoying is that all the institutions (customers) and
suppliers in Kenya (sorry for generalizing) seem to be hell bent
on doing all the same rookie mistakes that the rest of the wold
have already solved.
The same kind of "ups we can't handle the peek load" issues used
to be common in Europe too, but have mostly vanished these days -
IF Kenya as a nation wants to move to the forefront of IT in the
region then we REALLY need to learn from the mistakes of others
and avoid having to go through the same amount of
development-years....
