[Skunkworks] Digital tv questions

hi, I was reading this article on nation online http://www.nation.co.ke/magazines/smartcompany/-/1226/822412/-/r6funyz/-/ind... and was wondering what Dr. Ndemo meant when he says "... though, that for ICT techies a simple modem could do." Does this mean that we as techies could link up a modem to an aerial and viola - dtv? Does anyone know of a retail outlet where the set top boxes are available. What about tv tuner cards are they digital? thanks.
