Location! Location! Location! Go for the provider who has the best coverage in the area you will mostly use the mobile modem.
Personally, I would be tempted to do a test run of all the providers; preferably using a non network locked modem. I'm not sure though if there is a provider who has blacklisted non-locked modems from accessing their network... you may need to check that out.
