I'm basically saying that it's up to you, the consultant, to advocate for a higher level of technology. If they can't afford it, they can't afford it. However, I'm pretty confident that they can afford it and they're just being penny wise pound foolish.
Money is a funny thing because nobody wants to spend it but when you look at most organizations, they're never spending more than 5% of their budget on stuff like Internet connectivity/computers and ironically, it's one of the line items that most impacts productivity.
