But if you find a functional unix option, nothing stops you from running a Unix guest on the same server and doing what you want. You know the tools for virtual machines, donge?

I have a Windows SFTP Server (Windows 7) which runs using Filezilla Server.
It is working great and the challenge is that I have a number of external users who upload and download information. 

The challenge is knowing when a file has been uploaded or downloaded to and from the Server. I would like to be getting at least a mail notification when this has happened. 

Do we have anyone who has encountered this?
