If you are calling from a Zain line, and you've been disconnected (for non payment) you get that message when you try call ANY number, even Customer Care.
Dont blame safaricom for everything, you are the people who blamed
Kanu and moi for everythig that happened in life... Ever heard of call
divert? It is a service that allows one to route calls to an
alternative number in the occasion that either its not answered,
unreachable or busy.
