they have even printed for me one, but for my clients, they work with time, come download whatever then leave, if the net is slow they leave for good.
 
my Q is  this how a dedicated net supposed to work or is there a way to test if you have a dedicated net am paying a whoping 34,000/= monthly unaccountable for.

Well, isn't download speed a factor of usage?

Anyway, Safaricom can always give you utilization graphs if your router supports SNMP.

They also have http://speedtest.safaricombusiness.co.ke where you can test your speeds. You may also use iperf if you need to get the true picture.
