City council licenses are ambiguos to say the least for example a couple of years ago when you'd go to get a business permit, they did not have any IT related categories, all they had were lawyer, doctor, farmer, accountant etc. So tech fell under "miscellaneous". The problem was, there were various types of miscellaneous. One was around 5k per year another was closer to 30k per year. Which one you were billed depended completely on whoever was serving you that day!
