the idea is anything that involves "physical verification of documents" will have a MAN HOURS cost to do. Think of counting votes manually, and the cost of staff to do that. or simply voter registration process.... On Wed, Jun 23, 2010 at 3:41 PM, Joseph McDonald <mcdonaldoj@gmail.com>wrote:
@ Brianiac I think you got it all wrong.
There is no additional cost. They just want to know who owns what line.
They already have that with Mpesa, zap ETC....and that did not translate to additional cost.
For me the Idea is most welcome...if you have nothing to hide.(that is).It will also help to establish the real market indicators for the Industry.

Friends , this is common practice in Europe as Wash aptly captured it, we must look at it from the point of Merit and demerits of not registering the Sim card, i suppose this was long overdue, i remember buying my sim in 2002 and i had to register, then the practice was discarded ostensibly to promote growth of the industry which has already taken place , i suppose the next step would be to manage this growth, which is why registration is key.

People, Though it might seem logistically insurmountable by Safaricom to register all the nearly 16m SIM cards on its network, almost half of them are on M-Pesa so they need not register again. In the over a month that the rest have, most will show up at service centres for one reason or another and get registered. The ones that do not will have their numbers disconnected come July 30th. This will achieve two things: the people who've held multiple SIM cards for one reason or another will lose them and the genuine ones will rush to their service providers to reactivate their phones, and get registered. Having said that, there is no legal basis for this as yet though the law is just being drawn up but it seems the CCK and the government are pretty hellbent on pushing this through for security reasons. not necessarily achieve the intended purpose: reasons: 1: Physical verification of documents will not be cheap, take for instance safaricom. automatic verification is not practical (unless they pursue an integration of births registry with immigration and other departments and just integrate the data. The cost will be borne by safaricom, trust me. 2: If the objective is to track criminal activitied on phone, then criminals might just resort to using stolen phones. :-( 3: The institutions currently existing have the needed resources to track mobile phone users. if not, the contacts for Cloie O'brien should be somewhere out there. she can sort them out. :-))

Across Europe, I found you could just buy a SIM card and use it. No one really bothered. However in Singapore, you don't get to buy a SIM card if you don't have proper identification, and they take a copy of your identification to accompany the registration! If, for instance, you call for a taxi (Taxi companies there are registered and individuals CANNOT operate taxis!) and disappear with another one that just happened to be nearer, you will receive a bill anyway:-) Now, personally, I don't see anything ill with the requirement that we register SIM cards, and I am not opposed to the govt using my information. After all, the govt controls everything, bar for the air you breath, no? That is why it is government. You don't wish you were in Somalia, right? I really don't understand why someone would NOT want to register their SIM cards.
