Just to add ...CEOs come with different briefs, Michael grew the business, Bob has to show better ratios, less capital employed to earn a shilling,improvement of percent profit over operating income et al, They are competing with  indian firms and this rightsizing will shock many the signs are there,affected  Staffers should simply look for jobs.

It is called the 7s (Strategy,Structure,System,Staff,Skills,Style and Shared Values). Every corporate will come with is new set of the 7s.

Mr.Bob has his strategy so he has to get a structure which will support the strategy.Unfortunately that structure will affect the staff because the structure has defined skill set required to perform.Lastly you need new people to get new management style.

I take cognizance of your opening disclaimer, but I'd still love to wonder why KACC did not just take the bulls by the horn?

The Chinese are known (reputed) for their "brown envelop" culture yes, but if KACC can do this, then we are not fighting corruption! Word also has it that the Chinese are so much involved in projects within the Kenyan govt systems, courtesy of "brown envelops" changing hands at the highest level. KACC must be having all the knowledge.
