It's not a matter of it being cheap really. It's not like it's cheap for me or you to be put on hold while they try to get "the next available agent". Most recently, I recall some 'Child Rights' group popularizing a toll free help-line accessible from mobile phone handsets. Come to think of it does the good old police line: '999' work from your mobile phone?
