I had the same kind of a problem when I was in Mozambique. Because these gus speak Portuguese, they asked me the intention of my visit to their country. I showed them all the detalied information about why I landed in their country. Then they asked me about yellow fever and I told them I didn't have one and that I was staying there for only a week. The guys at the airport took me to some room and, communicated in Portuguese then told me I must get a Yellow Fever injection at the airport before going on with my journey. 'How much? I asked, and was told US$ 100. I argued my way out, the Kenyan style (no bribes) until they allowed me to carry on with my visit, without the injection or parting with 100 dollars
Interestingly, the trip coincided with The Aga Khan's visit there and the guys of Asian descent were just allowed to pass without any hindrances!
Being a Kenyan, helps in finding your way out of quagmire!
