
@aki, dont hold your breath. The really from scratch websites will be those done to some very specific customers who insist on a separate Ui designer and a separate behind the scenes implementer. Even then, it still makes sense to pick the psd and convert to a joomla or drupal theme cause then in future, you could tweak the css and re use the template elsewhere. Thats the reality of commercial web design and the reason guys at the middle pricing tier (less than 150k more than 50k ) are killing each other.
