It appears, after all, that the problem is the Equity System. After calling Paypal and their card center, Paypal say that they tried charging my card but my issuing bank turned that down. The bank says that Paypal did not issue some number (The lady and her accent totally lost me here). However, I have had the same issue before with Equity bank where I made a Visa payment , the bank processes this but does not pass on the information to whoever is billing you. so the money remains in a suspense account for 30 days before it reverts to your account. In my opinion, Equity did not test their systems enough before rolling out the service.
