Do you mean ..."can penetrate walls thicker than the average wall."? From what I know, most of the electromagnetic "light" wave within the safe range don`t penetrate lots obstacles.

Transmition to a point behind an/a object/structure that is not in a line of sight, is done by certain principals like bypassing as through satellite, reflection, or relaying , using waves with large wave length for smaller obstacles.But if the buildings have less windows /tight without glasses/glasses in wrong angle with reference to wave direction.Chances are you have to rethink of doing internal retransmission.

A good thing is most walk talks aren't directional but radial.Waves are transmitted in all directions  and chances are some wave might bounce on  obstacles to find indirect ways in or out.If site has a complex structure you better task the supplier to do a survey, plan, supply and implement.
