1.     3640  specs as follows  2 NM-FE Cards with latest 12.4 IOS ( ip PLUS) , 128 NVRAM and 32 Mb flash 

2.    3620 Has two NM-E Cards with    12.3 ( IP Plus) 64 NVRAM and 16 Flash

3.     2620 - Has 2 Fe , 12.1 ( ip plus ) 32Mb NVRAM and 8 Mb flash

4 .    4 NM-E cards at 15k each .

IOS of your choice can be installed so long as its supported by the router hardware configurations.
