[Skunkworks] IVR with Capabilities Stated

Hi Guys, Looking for a company that can give me an 0900 number with the following capabilities 1. Charge customers 5 bob (so in the end 1 get about 1 bob - ish) - drop charge 2. Call a URL to check state of a certain service and play different prompts for each 3. Record voice in wav,mp3,gsm format 4. Upload this voice to a designated URL by hosting it somewhere (on itself?) then calling a http URL that will do the upload. [in short an asterisk based IVR can do this - but any one with any other that is installed and operational and can do this is welcome] Contact chris@ronellafrica.com with details.
