Actually I think might be possible to route all mobile 112 calls to the nearest police station, based on the cell tower one is connected. Whether it's implemented is another question.
The 112 rings n rings. No-one picks. Ntv i think tested. I guess it
goes to a central switchboard where they (should) dispatch according
to emergency.
