I am not sure if your service is contended or not and what ratios if it is and so I agree with Okechukwu re:SLA, however IMHO, yes go for the tests after the upgrade but before then do some reference on Bandwidth Delay Product(BDP) at https://en.wikipedia.org/wiki/
Bandwidth-delay_product so that you have clear expectations. This is because these online speed test servers are not to be 100% relied on without considering a couple of factors, but instead be used as indicative.
If your ISP can run iperf tests for you, that will be much more relied on. But the bottomline is give your provider that chance to run the tests lest you end up moving from Provider to Provider if the correct issue is not being addressed. The other thing, know you Account Manager and chase them :-) as they are there for you:-).

Please check your SLA. An ISP is not responsible for what happens beyond their gateway. They are very right to ask you to use their speed tests which measures your speed guaranteed to their gateway.
Although you still do have a genuine complaint, but use of internet-based speed tests does not help your cause
2. I've created a point to point tunnel.. The services on the other side are being accessed with no change in performance almost LAN like speeds .. Now the tunnel connects over the internet since it's public ip (JTL) to public ip (safaricom)
3. Even with slow internet Email should be working okay ..but our client pcs aren't able to download even a lowsy test 5kb email
I highly suspect they're upto no good.. I'll upgrade and redo all my tests so as to have evidence in future.. But what say yee?
