There's a lot that goes into developing a decent C++ program and it can take years of active development to master C++. Yeah theory can be learned in a couple of weeks and a simple app that asks your name and displays it can be built on your first day. That means nothing as far C++ is concerned, so don't start calling yourself a C++ programer just yet.
So sking for a C++ programmer in that age bracket and that amount in this day an age is crazy as this generation has practically no production code experience in C++. If it were PHP, JAVA, C# thats another story but not with C++.

IMO if it is serious work just hire one experienced Linux admin and pay him/her the total sum paid to all the three "rookies" being sought after coz frankly I think with such job adverts that will lead people to eventually undermine Linux admins and what they are actually worth, Look at web design nowadays, you got every quack of tom, dick and harry doing it and charging meagre fees.
