In Kenya, GSM frequencies used are 900 and 1800 while for 3G, the frequency used is 2100. You can get specific frequency ranges from 3GPP specs. These ranges have to be assigned to different opererators by CCK. so to get a specific frequency used by an operator, you need to know someone working for the operator or CCK. GSM is a worldwide standard so the frequency band is fixed i.e.
900/1800 mhz. The GSM standard is principally based on freq reuse within RANs connected to a core network. This means the freq at one BTS is not the same as the next thus avoidin issues of interference et al. For 3G, i would refer you to UMTS/3GPP2 technical specification for next gen networks. Helpful?
