I appreciate the legal aspect that Okech brings forth, but I believe the bottom line of joining a sacco is to save and borrow money.

Any borrowing would require someone to have guarantors of the loan, in this case one would need a sacco where one would know a couple of members for the mentioned purpose. Can you imagine asking a stranger asking you to be a guarantor for a loan they are taking.

Therefore my opinion here would be could skunks prolly share different saccos that they are members in, and if it is possible for outsiders to join.
