Time-based is most preferable to customers but not to mobile operators.....Resource constraint issues...

I dont think its a simple question of "time based" vs "size based". You should also consider the average usage per month and what speeds are being offered. If it's a choice between "size based" connection at 1mbps or "time based" at 128kbps I'd never go for the 128kbps. If on the other hand I spend my bandwidth downloading movies and other kinds of multimedia every day of the week then it might make sense to get a time-based connection.
