I agree as a client you should only specify the requirements and leave the implementation details to the "experts" that you have hired. However in the case of MPESA integration there might be business reasons/motivations for choosing to do the implementation one way or the other, hence specifying the specific type of integration might make sense if there is a business requirement. ..
