The question is, seeing that we mostly ignore latency, can it be so bad at some level such that a good throughput becomes almost useless. 
<div><br></div><div>eg, a speeding matatu shuttle may take 1 hr between Nairobi to Nakuru, while another may take 2.5 hours. What about if you have to wait 1 hr for matatu A, does it still make sense? </div>
