Judging from the old versions of the course (see: http://www.stanford.edu/class/cs221/index.html ) and the assignments & tutorials I would say/guess they are using Python for it.

However it is very likely they will change/improve a lot of things in the course in order to enable it to scale up to the over 10.000 students that have signed up. So we wont know for sure until the information is published.

can someone please remind me if python has build in matrix operations ?
