Someone told me ( i am no civil engineer) that the way cables are being installed in Kenya is wanting. I have seen that in france the fibre cables take advantage of the sewer network which is made of concrete. Ideally the cables should have a concrete covering to protect it from Tectonic shifts and vandalism? Which means this thing of laying down the cable without any protective covering guarantees that cables will continue being cut whether by people or mother nature.
