I've checked on the published records and they haven't done the necessary as far as the cname is concerned. And also why would they try to make the claim that DNS updates only happen at 5pm (unless that's an internal policy).... Nope. He should tell us what his domain name is (without masking it out) and we check against the published records to see whether the right things have been done. It is possible that Wananchi have done the right things while someone else somewhere hasn't.
