Which bank(s) have the best services for operating Foreign Currency Personal Account.  I want to measure based on, but not limited to the below.

• Account operating fees
• Bill payment through cheques, standing orders and direct debits
• Cash withdrawals from cash machines
• ATM card to enable you pay for goods and services
• Online and mobile banking
• Savings interest rates
• Minimum operating balances
• Reputation of the bank (now that people have their money locked in Chase and other banks)
• Exchange rates the offer
