c) What are the goals and objectives of the group
  -  have a knowledge base on technical issues

Suggested way forward:

a) Get project manager to pick /coordinate with the admin on which topics mostly generate alot of discussions then do a demo solution at ihub with recordings and stuff

b) Techie Tv show focusing on local tech issues (e.g. configuring mms on provider x)

c) Freelancer like site - combines nerdism and social aspect

d) Stackoverflow like site - for Q&A
(Why would we want to do what SO is already doing perfectly?)

e) Job section on the site

My 2cents, how about our very oen stackoveflow? Looking closely this group is more of helping one another guys can post questions or issues they are facing with codes. On the job section we can have a section where people can post available job openings. Have a close look at Stackoverflow and perhaps we can take that line.
