What exactly is this type of mail that cannot be sent by/via email? The overriding factor is atleast everybody who needs mails in digital format should have an email access, this will enable him/her to easily receive all the digital mails, I remember back in the 00s I sed to access my emails from the local post office that had a cyber like environ this died with advent of private cybers.
