Up-to-speed designers haven't been designing websites with IE6 or IE7 in mind for a while now. That includes IE8 as well.

With the likes of Chrome frame http://www.google.com/chromeframe  and PIE plugin http://css3pie.com/
you don't have to worry about the different versions of IE unless your app is using more "seriously" advanced JS hacks.

After reading this article, I'm now convinced that no new site should be written with any browser less than IE8 in mind:
