Up-to-speed designers haven't been designing websites with IE6 or IE7 in mind for a while now. That includes IE8 as well.
With the likes of Chrome frame
http://www.google.com/chromeframe and PIE plugin
http://css3pie.com/you don't have to worry about the different versions of IE unless your app is using more "seriously" advanced JS hacks.
