Have an honest conversation about wan redundancy with the site manager. For that many people, you should have 30Mb symmetric or more. If you can't afford that with redundancy, you should consider focusing on one link with the knowledge that you'll be down 3-4 days a year but have a better experience the other 250 workdays a year.
I've seen too many ghetto installations in nairobi where people are all about redundancy but the primary setup sucks.
